A week after receiving this telegram, Queensland took the extraordinary step of a issuing a proclamation independent of the Commonwealth that war had broken out. The proclamation was issued by Sir Arthur Morgan, Lieutenant-Governor, the President of the Legislative Council and Vice-Admiral of the State of Queensland.
