Sir Arthur Palmer was a Member of the Queensland Legislative Assembly from 1866 to 1881 and the Queensland Legislative Council from 1881 to 1898. He was the 5th Premier of Queensland from 1870 to 1874. He was later Colonial Secretary and Secretary for Public Instruction in the McIlwraith government.
